BayaniChain Unveils Public Verification Layer for National Budget Records Through Digital Bayanihan Chain

BayaniChain has released an official press statement announcing the launch of the Digital Bayanihan Chain, a government-aligned initiative that establishes a cryptographic verification layer for official Philippine budget records. The system is designed to allow citizens, auditors, journalists, and civil society groups to independently verify the integrity of public fiscal documents without intermediaries or special credentials.

According to BayaniChain, most transparency systems focus on publication alone, which does not resolve questions of finality, authenticity, or tampering. The Digital Bayanihan Chain instead anchors official records to a public blockchain, creating a verifiable reference point that can detect alterations and track historical changes over time.

The system was co-developed with the Department of Information and Communications Technology (DICT), beginning with the General Appropriations Act. BayaniChain said it delivered the underlying blockchain infrastructure at no cost to the Philippine government, providing the cryptographic tooling necessary for public verification while preserving government control, data sovereignty, and operational flexibility.

The first phase of the initiative anchors the enacted national budget to a public blockchain, establishing a permanent cryptographic reference that corresponds to the version approved by Congress. Future phases will extend the model across the broader budget lifecycle—covering releases, execution, and program-level records—ensuring fiscal documents remain consistent and traceable across institutional and political cycles.

BayaniChain said a public blockchain was chosen because public financial data requires a neutral verification environment. No single institution controls the ledger, enabling independent confirmation of record integrity without relying on institutional assurances.

Each record is represented using a smart contract structure derived from ERC721A, which BayaniChain said enforces one-to-one uniqueness and prevents duplication. In this context, NFTs function solely as immutability frameworks rather than as financial or collectible instruments. The company stressed that there is no marketplace, transferability, price mechanism, or private ownership; “ownership” refers to institutional accountability, not economic rights.

Records include cryptographic hashes, timestamps, and provenance markers, and evolve through append-only updates, preserving an audit-grade historical trail. BayaniChain emphasized that the system does not replace existing databases, workflows, or legal processes, but strengthens auditability and provides a reference when records are questioned or trust diminishes.

Positioned as a public infrastructure pilot, the initiative is designed to support future extensions such as analytics, deeper traceability, and expanded public access, while remaining under government authority. “Public data carries public consequence,” the statement reads, adding that official records must remain verifiable, consistent, and resilient across political and institutional change.
