DPWH Launches Blockchain-Based Integrity Chain with BYC Ventures to Boost Public Infrastructure Transparency

The Department of Public Works and Highways (DPWH) has launched a blockchain-powered transparency platform called Integrity Chain, in collaboration with BayaniChain (BYC) Ventures. The initiative aims to enhance public accountability by logging infrastructure project data on an immutable, verifiable ledger.

The system, which debuted with a focus on DPWH’s Foreign Assisted Projects (FAP), records project milestones, budgets, and outcomes on-chain, making them open to public validation. Civic organizations, trade groups, and NGOs are being invited as validators to ensure multi-sectoral oversight.

The platform is built using BYC Ventures’ proprietary Digital Public Asset (DPA) framework, supported by its Lumen and Prismo infrastructure. This ensures that every peso and project milestone is logged in a tamper-proof, auditable, and publicly verifiable format. BYC Ventures previously developed blockchain systems for the Department of Budget and Management (DBM), including the SARO/NCA release tracker, and GoodGovChain, a governance platform piloted in Baguio City under Mayor Benjamin Magalong.

Incoming DPWH Undersecretary Nick Conti and Undersecretary for Legal Affairs Samuel Turgano were present during the launch, signaling institutional alignment for the initiative.

"Integrity Chain is more than a platform—it is a civic movement to safeguard the nation’s resources," said Donald Lim, Proprietor and Lead Convenor of Integrity Chain. "For too long, public works have suffered from leakages, falsified milestones, and tampered records. By anchoring every peso and every project on a ledger verified by many and not hidden by a few, we are building the guardrails of accountability. Integrity Chain ensures that trust in governance is no longer aspirational, but technical, visible, and verifiable."

The validator model represents a fundamental shift from traditional systems, which are often confined within agency control. Through Integrity Chain, public infrastructure becomes a shared civic responsibility.

"Blockchain is governance by design," said Ida Tiongson, Governance Consultant of Integrity Chain. "It has accountability and transparency at its core, and this is exactly what the country needs. Integrity Chain takes these principles and makes them operational in government, ensuring that every project has the safeguards that citizens demand."

Paul Soliman, CEO of BYC Ventures, explained the platform’s technical impact. “Integrity Chain represents a new era for public accountability. By leveraging blockchain through Lumen and Prismo, we are not just digitizing records, we are securing trust. Every budget release, contract, and milestone logged here cannot be altered or erased. For the first time, DPWH projects will be open to civic validation and citizen verification.”

Soliman added, "Integrity is not given, it is built. Today, with Integrity Chain, we take a collective step toward building it together."

Gelo Wong, Chief Growth Officer at BYC Ventures, framed the launch as part of a larger transformation. “What we are launching with DPWH is not just for one agency. This is progress that opens the door for other departments, regulators, and local governments to adopt blockchain as the backbone of accountability. Each step brings us closer to an economy where transparency is embedded in the system itself.”

To fund and sustain the initiative, the Integrity Chain ecosystem is supported by a blind trust, funded by partners who do not control its operations. Trade organizations, academic institutions, NGOs, and media groups are encouraged to participate as validators.

Through a combination of technical transparency, civic validation, and decentralized oversight, Integrity Chain aims to set a new national standard for public infrastructure governance in the Philippines.
