DPWH launches blockchain-based Audit and Voting System with civil society partners

Manila, Philippines — February 10, 2026 — The Department of Public Works and Highways (DPWH) officially launched a new blockchain-based transparency platform under the Integrity Chain initiative, introducing the Audit and Voting System (AVS) onchain to strengthen accountability and public oversight in infrastructure projects. The launch was held at the DPWH Head Office in Port Area, Manila, in partnership with the Blockchain Council of the Philippines (BCP), more than 40 accredited non-government organizations (NGOs), and private sector stakeholders. The system is implemented through BayaniChain (BYC) Ventures

The AVS onchain provides a secure, tamper-resistant digital platform for recording and verifying project transactions, documents, and process milestones. By leveraging blockchain technology, the system improves data integrity, enhances traceability, and supports evidence-based oversight across government operations.

In his message, DPWH Secretary Vince Dizon described the launch as “an important milestone” for the department.

“With the official go-live of the Integrity Chain and the Audit and Voting System onchain, we are taking a clear and deliberate step toward strengthening transparency, accountability, and public trust in infrastructure development,” Dizon said.

He emphasized the department’s responsibility to ensure integrity in public works.

“Infrastructure is where government meets citizens most visibly… Because of that, DPWH has a special responsibility—not only to build well, but to build with integrity.”

Secretary Dizon also highlighted the system’s participatory design, which allows accredited NGOs to take part in the audit process.

“Through the Audit and Voting System onchain, accredited non-government organizations are empowered to participate directly in the audit process… Their inputs are permanently recorded on-chain. This ensures that accountability is not internal or closed. It is transparent, participatory, and open to scrutiny.”Messages of support were delivered by Senator Bam Aquino, who highlighted the initiative’s relevance to transparency and digital governance reforms, and DICT Secretary Henry Aguda, who underscored the role of secure digital infrastructure in modernizing public service delivery.

As part of the Integrity Chain initiative, the AVS onchain introduces a multi-stakeholder audit mechanism that enables accredited NGOs to participate as independent validators.

Through the platform, these organizations can review project records, submit audit comments, and vote on compliance and quality indicators during defined open audit Periods.

Their feedback and voting results are permanently recorded on-chain, creating a transparent and tamper-resistant public accountability layer accessible to citizens.

The launch program featured a live demonstration of the AVS onchain, including a blockchain walk-through and use-case presentation by the BayaniChain technical team, Aldrin Dy and CEO Paul Soliman. The event concluded with the official activation of the system dashboard.

A panel discussion followed, bringing together senior government officials, civil society representatives, policy advocates, and blockchain practitioners to discuss the platform’s practical applications and its role in strengthening integrity systems in the public sector.

The Integrity Chain initiative represents a multi-stakeholder effort to harness emerging technologies and collaborative oversight to promote transparency, accountability, and good governance, beginning with public infrastructure projects.

This effort is further aligned with the government’s e-government modernization program, eGovPH, led by David Almirol Jr., Undersecretary for eGovernment and the country’s lead for digital transformation.
