BlockShoals Monitors Binance Security Incident as Exchange Sets Aside $6.34B for User Protection
Philippine crypto intermediary BlockShoals Technologies Inc. said it is monitoring the ongoing Binance security incident and assessing its potential implications for its participation in the Securities and Exchange Commission’s (SEC) Strategic Sandbox (StratBox), as the global exchange sets aside more than $6.34 billion in company funds to cover potential user losses.
In a statement dated October 30 in Manila, BlockShoals acknowledged Binance’s temporary suspension of withdrawals and its assurances that user funds remain safe and that any confirmed losses will be covered through its Secure Asset Fund for Users (SAFU) and company resources.

BlockShoals said it would continue monitoring developments and coordinate with the SEC as appropriate. It also urged the public to rely on official communications and remain vigilant against phishing attempts and fraudulent recovery offers.
The statement comes as Binance provides further updates on its response to the security incident, including changes to its withdrawal services, an expanded investigation, and additional financial commitments.
Binance reserves $6.34 billion for potential losses
In its latest financial update, Binance said it had reserved more than $6.34 billion in company funds to cover the incident.
Of that amount, approximately $5 billion is already held in the same token assets affected by the incident. Binance said it is acquiring the remaining amount through market transactions and over-the-counter channels.
The $6.34 billion commitment is separate from approximately $3 billion in assets that Binance said had already been frozen with assistance from industry partners. Recovery efforts involving those assets are continuing in coordination with partners and law enforcement.
Binance also reiterated that its company resources would cover any confirmed shortfall and that all user funds would ultimately be verified publicly through its Proof of Reserves system.
The company maintained its commitment to cover all losses through SAFU and corporate funds, stating that affected users would be protected.
The final net loss, however, remains undetermined as recovery efforts and the investigation continue. The amounts reserved for coverage should not be interpreted as a finalized accounting of the incident’s losses.
Deposits remain open as withdrawals undergo security upgrades
Binance’s latest service update indicates that deposits remain operational, while withdrawals are still paused as the company works on a security overhaul of its withdrawal service and related addresses.
The exchange has indicated that withdrawals are expected to resume within approximately 40 to 48 hours of the relevant announcements, with restoration described as on track in subsequent updates.
Binance also said that outflows had ceased following the withdrawal suspension.
The evolving service status is important for users because earlier updates referred to a broader suspension of deposits and withdrawals. Under the latest information, deposits are functioning normally, while withdrawals remain unavailable pending the completion of security measures.
Investigation expands beyond compromised DevOps laptop
Binance’s investigation has also developed beyond its initial identification of a compromised DevOps laptop.
The company subsequently uncovered additional points of breach and described the incident as a complex attack. It said the investigation remains ongoing, with further facts still being gathered and coordination with law enforcement continuing.
A comprehensive root-cause report is expected to follow.
Binance has not yet provided a complete public account of the attack or finalized its assessment of the resulting losses.
BlockShoals monitors Philippine implications
BlockShoals operates as Binance’s approved Crypto Asset Intermediary under the SEC’s StratBox framework, through which related crypto asset intermediary activities are being tested in a controlled regulatory environment in the Philippines.
Under this arrangement, BlockShoals handles local compliance responsibilities, user-facing aspects, and coordination with the SEC while leveraging Binance’s global technology and infrastructure.
Its latest statement positions the company as monitoring the international incident and assessing possible implications for its sandbox project. It has not announced a specific operational disruption to the Philippine intermediary arrangement.
BlockShoals also emphasized the importance of relying on official channels for updates and avoiding unofficial communications, particularly those offering assistance with fund recovery.
The warning is relevant amid an ongoing security incident, when affected users may become targets of phishing messages, impersonation attempts, and fraudulent recovery services.
For now, Binance’s withdrawal services remain under security review, while the company continues its investigation and recovery efforts. BlockShoals said it would continue monitoring developments and coordinate with the SEC as necessary.
The final accounting of losses, the outcome of asset recovery efforts, and the full technical findings remain subject to further updates.
